Well, there are 2 approaches. BIND uses one approach:

1. If it gets a notify from one of the masters listed in the masters
list, it tries to refresh the zone from that master. If the refresh
fails, it will try the other masters in order.

2. If there is no notify, and the refresh timer expires, then it tries
to refresh the zone from the configured masters, in order, until it
succeeds in refreshing the zone from one of them.

NSD has a different approach:

It always tries to refresh a zone from the listed masters, in the
order listed, whether the refresh is triggered by a notify, or by the
refresh timer expiring. This means that in general, it will always be
using the first listed master, unless that master fails (unreachable,
timeout, SERVFAIL, REFUSED).

I sort of prefer the BIND method, because it will cause a zone to
update faster, but I can appreciate that it increases code complexity.
